About the Author
Joseph Stewart, Jr. has held teaching or research positions at the University of New Mexico, University of Texas at Dallas, West Virginia University, University of New Orleans, Rice University, and Wichita State University. His research interest spans civil rights policies; racial and ethnic politics; public policy; and educational policy. His work has appeared in a variety of political science, education, public policy, public administration, public law, and interdisciplinary journals. Three of his books -- RACE, CLASS, AND EDUCATION (with Ken Meier and Robert England, 1989), THE POLITICS OF HISPANIC EDUCATION (with Ken Meier, 1991), and CAN WE ALL GET ALONG? RACIAL AND ETHNIC MINORITIES IN AMERICAN POLITICS (with Paula McClain, 4th ed., 2006) -- have received Myers Awards as "Outstanding Books on the Subject of Human Rights in the United States". Stewart serves on the editorial board of the University Press of Virginia's "Race, Ethnicity and Politics" series and is co-editor of Rowman & Littlefield's "Spectrum" series. Stewart was president of the Southwestern Political Science Association and Southwestern Social Science Association, and currently is vice-president elect of the Southern Political Science Association.
David M. Hedge is a professor of political science at the University of Florida, where he also serves as the academic program director at the Bob Graham Center for Public Service. His research and teaching interests include state politics and policy, bureaucratic politics, and legislative behavior. He has published extensively on regulatory politics, intergovernmental relations, and state legislative politics. Hedge is the author or coauthor of State and Local Government in a Changing Society (with Richard Bingham, McGraw-Hill, 1991) and Governance and the Changing American States (Westview Press, 1998). He serves as the secretary/treasurer of the American Political Science Association's Organized Section on Public Policy and sits on the editorial boards of the Policy Studies Journal. His current research includes an examination of the impact of social capital on welfare policy and a study of member state compliance with European Union environmental standards.

Sixty-Dollar Flop

I bought the kindle edition of this book for an exciting new class I'm taking on public policy, thinking that I would try out the e-text thing that everybody seems to be doing. Sixty-something dollars later I found out the hard way that this text is not compatible with the e-ink Kindle, meaning that while it's still readable I'm anchored to my hulking powerhouse of a computer instead of being able to read anywhere I want. Worse, Amazon's debatably draconian DRM policies render me unable to reformat this text to something more suited to my reader. I come away from this whole experience with a bad taste in my mouth--unwilling to shell out another sixty bucks and give the company a free pass, so to speak, and in need of a text that I can actually read in places other than my computer room.

Good textbook on public policy

I have used this as a textbook in some graduate courses that (I have taught on public policy and policy analysis). It has been received well by students; in addition, outside of a few quirks, I also think highly of this volume as a textbook.
What is public policy? The authors note that it is government action aimed to remedy some public problem (whether real or imagined). The book is structured simply. The first part provides background, including chapters on the nature of public policy, the evolution of public policy and policy studies, approaches to policy analysis, and various models of policy. This segment of the book mainly provides context for what follows. Part two focuses on the so-called stages of the policy process--agenda setting (what gets defined as a problem; does the problem receive enough attention to begin to get discussed in government circles); policy formulation (once an issue gets on the agenda, what goes into development of a policy proposal?); policy implementation (once a law is passed or some other decision made, how does it get put into action); policy evaluation (does the policy answer the problem? What effects does the policy decision have?); [policy change and termination (what is the nature of policy change? Why and how do some policies get terminated?). There are some quirks here. Under policy change, there are some models that are simply unsatisfying (e.g., zigzag models).
Part 3 looks at specific policy areas--from education to welfare to crime to the environment. My reading is that the authors play it pretty straight. Under welfare policy, they note both liberal and conservative critiques (in fact, I wish they went beyond this simple two-dimensional analysis). The final part of the book looks at how policy knowledge does (or does not) get used in decision making. There is also a final examination of the evolution of policy studies over time.
All in all, a pretty good introduction to the policy process.

Unfortunately biased for an academic book

Lester et al.'s work of describing the policy process aims to survey the making of public policies from a descriptive perspective. Unfortunately, the authors present a strong dualistic bias in their analysis, pitting good "liberal" policies against evil "conservative" policies. The result does not make for a balanced nor objective book, and as such mostly serves as rhetoric material for partisan purposes, not a genuine scientific analysis. As such I do not recommend the book unless one wishes to build an argumentation from a strictly partisan perspective, not a public policy perspective, at it lacks in intellectual rigour and objectivity, unfortunately.
